This report focusses on five key challenges for leadership teams as they plan and develop their approach to TNE. It also provides guides to appraising options, preparing a business case for developments and for the management of the operational phase - including tips on assuring quality is maintained or enhanced. The aim is to provide a model for a business case which can be adapted to individual circumstances so that leaders can innovate “while remaining risk aware”.
