In 2008 the Higher Education Funding Council for Wales (HEFCW) published Enhancing learning and teaching through technology a strategy for higher education in Wales. This described a ten-year strategy that aimed to accelerate the mainstreaming of technology-enhanced learning and teaching provision processes and practice and to support Welsh higher education institutions in embracing new technologies and identifying how their application could enhance learning teaching and the overall student experience. In 2011 HEFCW issued a refreshed strategy based on an independent review which placed greater emphasis on the need for an evidence-based approach.
Higher education institutions in Wales have engaged with the strategy through two main implementation initiatives. The first was a programme managed by the HEA called ‘Gwella’ (a Welsh term with connotations including ‘to improve’ or ‘to enhance’). Gwella was supplemented by a Joint Information Systems Committee (JISC) programme entitled ‘Building Capacity’. We produced a brochure highlighting progress made using these initiatives and features some vignettes of good practice in technology-enhanced learning (TEL) covering the first four objectives of the HEFCW strategy. The examples come from Gwella Building Capacity and related activities.
We also produced a more detailed publication The Gwella Programme: Enhancing learning and teaching through technology in Welsh higher education 2008-2011.The publication explores the background to Gwella the programme support institutional enhancement activities and the HEFCW indicators of success.
Supporting enhancing learning through technology in Wales – online toolkit
This toolkit has been produced by the Joint Information Systems Committee Regional Support Centre (JISC RSC) Wales to support the evidence gathering requirements of the 2011 refreshed HEFCW Enhancing Learning and Teaching Through Technology (ELTT) strategy. The toolkit signposts a wide range of JISC and JISC Advance resources highlighting best practice in various aspects of ELTT for use in curriculum design and staff development and building on previous initiatives for example Gwella. Yn 2008 cyhoeddodd Cyngor Cyllido Addysg Uwch Cymru strategaeth Gwella dysgu ac addysgu drwy dechnoleg ar gyfer addysg uwch yng Nghymru. Roedd yn disgrifio strategaeth deng mlynedd oedd â'r nod o gyflymu a phrif-ffrydio darpariaeth prosesau ac arferion cyfoethogi dysgu ac addysgu trwy dechnoleg a chefnogi sefydliadau addysg uwch Cymru i gofleidio technolegau newydd a chanfod sut y gellir gwella dysgu addysgu a'r profiad cyffredinol i fyfyrwyr drwy ddefnyddio technoleg. Yn 2011 cyhoeddodd Cyngor Cyllido Addysg Uwch Cymru strategaeth ar ei newydd wedd yn seiliedig ar adolygiad annibynnol a oedd yn gosod mwy o bwyslais ar yr angen am ddull yn seiliedig ar dystiolaeth.
Mae sefydliadau addysg uwch yng Nghymru wedi ymgymryd â'r strategaeth drwy ddau gam gweithredu. Y cyntaf oedd rhaglen oedd yn cael ei rheoli gan yr Academi Addysg Uwch sef 'Gwella'. I ategu Gwella roedd gan y Cydbwyllgor Systemau Gwybodaeth (JISC) raglen o'r enw 'Adeiladu Gallu'. Fe gynhyrchon ni lyfryn yn dangos y cynnydd a wnaed drwy ddefnyddio'r mentrau hyn ac mae'n cynnwys braslun o arfer da o ran cyfoethogi dysgu trwy dechnoleg (TEL) sy'n edrych ar bedwar nod cyntaf strategaeth Cyngor Cyllido Addysg Uwch Cymru. Defnyddir enghreifftiau o Gwella Adeiladu Gallu a gweithgareddau cysylltiol.
