Key insights from the Anglia Ruskin University and Writtle University College merger

25 Nov 2025 | Advance HE with Anglia Ruskin University In the second of three insight reports about sector mergers, this report highlights the importance of agile governance, visible leadership and mature change management in successful higher education transformation.

Today, we publish the second in a series of reports examining university mergers, focusing on the Anglia Ruskin University and Writtle University College merger completed in February 2024.  

The report, Insights from the Anglia Ruskin University Merger, provides practical suggestions for institutions considering similar strategic transformations. 

Co-produced by Anglia Ruskin University and Advance HE, the report captures insights from key stakeholders across both legacy institutions and identifies three overarching themes which contributed to the merger's success: 

  • Agile governance: An innovative solution was found for the Further Education governing body to operate effectively within the Anglia Ruskin corporate structure, demonstrating the importance of finding creative solutions to complex regulatory challenges.
  • Visible and transparent leadership: Leaders at both institutions recognised that visibility, transparency and approachability were essential to securing engagement from students, staff and wider stakeholder communities throughout the merger process.
  • Mature change management: Robust programme and project management functions addressed technical, financial, legal, regulatory, cultural and operational aspects holistically, ensuring a strong result and day one readiness. 

The report draws on interviews with approximately 16 individuals and groups and document reviews. It highlights how the merger preserved the distinct character of Writtle University College while achieving financial sustainability and creating opportunities for investment in education delivery. 

Key challenges addressed in the report include managing changing power dynamics between institutions, navigating complex regulatory processes - including the Department for Education Section 28 application process, and maintaining staff goodwill during uncertainty. The report candidly acknowledges that while the merger was strategically necessary, it also surfaced complex emotional and cultural dynamics, with not all stakeholders experiencing the process positively.

When its future became uncertain, ARU recognised the importance of safeguarding this heritage and saw an opportunity to create something stronger together.

Through this ambitious merger, we have secured Writtle’s future and reinforced ARU’s commitment to sustainability, land-based education, and delivering real impact for our region.

Notes: Writtle University College merged with Anglia Ruskin University on 29 February 2024, creating one Higher Education entity under Anglia Ruskin University. A separate Further Education College was established within the Anglia Ruskin Corporate Group with its own governing body within the University's governance structure.
