A “wicked problem” is one that is complex and evades easy answers. It may even be insoluble. However, once it is clear that a problem can be conceptualised as wicked, it opens up the possibility of operating differently, with different leadership styles and using different techniques to clarify, if not solve, the problem. We applied the wicked problem concept to research data management (RDM), currently a high priority at higher education policymaking level.
